The Emperor's Palace was built in the 4th century as a combination of a luxurious villa and a Roman military camp , divided into two parts with two main streets:
The southern part of the palace was intended for the private apartments of the emperor and for appropriate governmental and religious ceremonies.
The northern part of the Palace was intended for the imperial guard : military, servants, depot, etc.
In the 7th century, refugees from the city of Salona inhabited abandoned parts of the palace and transformed the palace into a city , adapting parts of the palace to their own needs.
